Short-Term Rental and DSCR Investment Loans in Lake Tahoe

If you are buying a Tahoe home mainly to rent it out, nightly or monthly, you are buying an investment property, and that changes how the loan works. One popular option is a DSCR loan, which qualifies you mostly on the property's rental income rather than your personal income. I'm Kevin Darmody, a local Tahoe mortgage broker. Licensed in California; I lend on California properties only. Here is what to know, including important local rules in Truckee and Placer County.

What Is a DSCR Loan?

DSCR stands for debt service coverage ratio. The lender compares the property's expected rent to its monthly housing cost (principal, interest, taxes, insurance, and HOA dues). If the rent covers the payment by enough, the property may qualify, often without using your tax returns or pay stubs.

DSCR loans are non-QM loans, so each lender sets its own rules. Things that commonly vary:

  • The minimum ratio the lender requires
  • How rent is measured: a long-term market rent estimate from the appraiser, or short-term rental history or projections (some lenders accept these, some don't)
  • Down payment, credit score, and reserve requirements
  • Whether you can close in an LLC
  • Prepayment penalties, which are common on investment loans

Expect a larger down payment and higher pricing than a primary-residence loan. I'll compare lenders for your specific property.

Second Home or Investment Property?

If you will use the home yourself and rent it only occasionally, a conventional second-home loan may fit better. Under Fannie Mae rules, rental income can't be used to qualify for a second home, and a management company can't control occupancy. See second home mortgages in Lake Tahoe.

Town of Truckee (including Tahoe Donner)

The Town of Truckee requires an annual Transient Occupancy Registration Certificate for short-term rentals (stays under 31 nights), and it caps the total number of certificates at 1,255. As of the town's September 2026 update, the cap was reached and there was a waitlist of several hundred applicants with a wait of well over a year. A certificate generally expires when the property changes hands, so buying a home that already rents short-term doesn't mean you get its certificate. New certificates are also generally not issued for ADUs or for multi-family units, except where the town code allows it. Guests pay transient occupancy tax and a tourism assessment, which the operator collects and sends to the town.

Placer County: Tahoe City, Kings Beach, Olympic Valley, Northstar, Tahoe Vista, Carnelian Bay

These areas are in unincorporated eastern Placer County, which regulates short-term rentals (30 nights or fewer) under its STR ordinance (County Code Article 9.42). Based on the county's published program information:

  • You need a Placer County STR permit and a Transient Occupancy Tax (TOT) certificate, and the permit is renewed annually.
  • New applicants need a passing exterior defensible-space inspection and an interior fire and life-safety inspection, proof of a bear box (or a nearby dumpster for condos), and a local contact who can be reached 24 hours a day and lives within 35 driving miles.
  • The county caps non-owner-occupied STR permits at 3,900. As of a November 2025 county report, about 3,139 permits had been issued, so the cap had not been reached. New permits are first-come, first-served until it is. Once the cap is reached, STRs must rent at least 30 nights per year.
  • A change of ownership ends the permit, so the buyer has to apply for a new one.
  • Units permitted as commercial lodging (hotels, condo-hotels, timeshares) fall outside this ordinance.

The county has announced STR fee changes for January 1, 2027. Rules change, so confirm current requirements with Placer County before you buy.

Why this matters for your loan: if a lender or appraiser is looking at short-term rental income, a property that can't get a permit may need to be underwritten on long-term rent instead. Confirm the rules before you're under contract.

What I'll Need for a DSCR Review

  • Property address or target area and price range
  • Your rental plan (nightly, monthly, or long-term)
  • Any rental history from the seller or a property manager's projection
  • HOA information if it's a condo (see Tahoe condo financing)
  • Down payment and reserves

Frequently Asked Questions

Usually not for income. The property's rent is the main qualifier, but the lender still checks credit and assets.
